Xinhua news agency, Beijing, Nov. 27 (Xinhua) -- Premier Li Keqiang presided over the executive meeting of the State Council on Nov. 27, and arranged to take the implementation of the regulations on optimizing the business environment as an opportunity to accelerate the building of a market-oriented and legalized international business environment, and to make greater efforts to break the blocking points and solve the problems for the investment and development of various market entities.
The meeting pointed out that optimizing the business environment is to liberate productivity and enhance competitiveness. It is an effective measure to enhance market vitality, stabilize social expectations, cope with downward economic pressure, and promote development and employment. The regulations on optimizing business environment implemented on January 1 next year summarizes the achievements and experience of deepening the reform of "deregulation service" and optimizing business environment in recent years, and clarifies the requirements for building an international business environment of marketization and legalization from the legal level. All departments in all regions should have a deep understanding that China's state-owned business environment still needs greater efforts to be improved and optimized, and the imbalance in this respect is still prominent. We should promptly issue supporting measures for the regulations, accelerate the cleaning up, modification or repeal of regulations and normative documents that do not conform to the regulations, and ensure the implementation of the regulations.
The meeting stressed that, in accordance with the requirements of the regulations, we should focus on the concerns of market participants, adhere to problem orientation and key breakthroughs, and continue to promote the simplification of administration and decentralization, the combination of decentralization and management, and the optimization of services. First, further streamline the examination and approval. Next year, the list of administrative licensing matters at the national level will be compiled and published, and all the items out of the list will be approved in violation of regulations. We will significantly streamline access management measures other than industrial product production licenses. Further reduce the start-up time of enterprises. By the end of next year, we will reduce the number of national vocational qualifications by more than half, and transfer all vocational qualifications of skilled personnel level evaluation from the national vocational qualification catalog. Second, further reduce the market access threshold. We will significantly relax the requirements for the qualifications, employees and business places of service industry market entities, and lift unreasonable restrictions on for-profit medical and education institutions in license processing, equipment purchase and talent employment. We will promote the reform of "separation of license and license" and focus on "reducing license after license". Third, we will further clean up the fees collected by government departments, commercial banks, trade associations, chambers of Commerce, and intermediary agencies. We will rectify unreasonable charges in the field of logistics, and reduce the regular charges for import and export of single containers to less than $400 by the end of next year. Fourth, further promote fair competition. We will clean up and correct discriminatory or non legally based regulations and practices on enterprises with different ownership in terms of industry access and qualification standards, and conduct fair and equal supervision. We will strengthen accountability for government dishonesty, and make compensation in accordance with the law for enterprises that have suffered damage as a result of changes in government commitments and contractual agreements due to public interests. Fifth, further improve the level of government services. By the end of next year, we will strive to reduce the processing time of general registration and mortgage registration of real estate in all cities and counties in the country to five working days, so as to realize the electronic value-added tax special invoice and online processing of major tax related matters. We will promote the system of notification and commitment of certification matters in an all-round way. When the masses handle the matters under the system of notification and commitment, they only need to make commitments that meet the requirements, and do not need to submit any certification.
In order to give full play to the guiding and supervising role of business environment assessment, the meeting requires that, on the basis of the domestic business environment assessment conducted by some cities in China since 2018, based on the feelings of the market main body, the index system and assessment method should be improved, so as to find and solve common problems without increasing the burden of local and enterprise. We should keep up with the advanced international standards, seize the weaknesses of Taxation, access to credit, cross-border trade and other weaknesses, launch targeted reform measures, set responsibilities, time limits and implement them one by one, accelerate the promotion of socially recognized and effective practices, and promote the continuous improvement of the business environment.
