We should continue to do a good job in scientific and accurate prevention and control, handle new cases in a timely manner according to regulations, and release information openly and transparently. On this basis, we will actively and orderly promote the resumption of manufacturing and circulation industries. First, we need to maintain the stability of the supply chain of the industrial chain, coordinate and solve the difficulties and problems encountered in the resumption of the whole industrial chain of the manufacturing industry in a timely manner, especially to ensure the production and export of enterprises and key products that have an important influence in the global industrial chain. Second, cultivate and expand new consumption formats, develop online retail, catering, consultation, education and other services, and facilitate the consumption network of community residents. We will support the development of rural e-commerce and promote the sale of agricultural products. Third, accelerate the implementation of the established policies and measures to support small and medium-sized enterprises and individual businesses. We will guide financial institutions to increase the proportion of credit loans, renewal loans and medium - and long-term loans, and promote new loans to more support small, medium-sized and micro enterprises that get loans for the first time. Encourage large enterprises and head enterprises to use the obtained financing to pay cash to upstream, downstream, small and micro enterprises in the form of prepayment, so as to promote common development. Fourth, in view of the shrinking trend of foreign demand orders, support enterprises to negotiate online and hold exhibitions online, and actively grasp orders and promote cooperation. According to the new changes in the international epidemic situation, we will study alternatives such as delaying the time of this spring's Canton Fair and using the Internet.
It was pointed out at the meeting that China's international air cargo capacity has obvious shortcomings. Currently, the impact of the epidemic on international air passenger transport has shrunk, resulting in a significant decline in passenger belly cargo, which has a great impact on the international supply chain of China's industry. We should take effective measures to improve China's international air cargo capacity, not only to ensure transportation and supply, support the domestic economy, but also to promote the international competitiveness of China's logistics industry. First, we need to strengthen international cooperation, unblock international express and other air freight, and give policy support to international freight routes during the epidemic. Encourage leasing and purchasing to increase cargo aircraft, support cargo airlines to expand fleet size and develop full cargo aircraft transportation. Give full play to the role of market mechanism, support the development of all kinds of ownership of air freight market entities equally, encourage the joint reorganization of air freight enterprises and logistics enterprises, and support the development of air and overseas networks of express enterprises. Second, we need to improve the air cargo hub network. For airports with strong cargo function, the time limit on cargo flights during peak hours shall be released. In Beijing, Tianjin and Hebei, the Yangtze River Delta, Guangdong, Hong Kong and Macao, Chengdu and Chongqing and other regions, the international hub airports that have the conditions will be subject to 24-hour customs clearance to improve the efficiency of security inspection and customs clearance. Third, we need to improve the air freight standard system, promote the simplification and paperless of freight documents, and establish logistics information platforms for airlines, postal express, freight stations, etc. Strengthen logistics services such as customs clearance, freight forwarding and warehousing. Strengthen the upgrading of existing airport facilities and improve facilities such as cold chain and express sorting. Orderly promote the airport construction with freight function as the main function.
